Ray, a member of Troop 499 at Southport Presbyterian Church, earned the distinction for his work at Community Congregational Church, where he expanded and mulched the walking trails and built three hexagonal picnic tables and two benches. The 16-year-old was assisted by 28 volunteers who labored for 281 hours in September to complete the project.
A 10-year Scout, Ray is known for his leadership abilities, having served as an assistant senior patrol leader, a Venture crew leader and a den chief.
Only 4 percent of Scouts attain the rank of Eagle.
